Problem
Educational service providers (ESPs) are professional supporters of the learning of companies and individuals in dealing with constant change. In doing so, they themselves are "affected parties" who face comparable challenges as the companies and individuals using their services. Challenge of pedagogical self-application Dealing with one's own learning requirements requires strategic organizational development combined with personnel development. BDL's self-image as "learning organizations" is not only indispensable for maintaining and further developing its own functions and competencies, but also provides an important background of experience for developing and establishing educational services for companies and other groups of addressees. Challenges for continuing education organizations in the transformation society A transforming work society no longer requires companies, institutions and individuals to learn only to adapt to manageable developments, but increasingly to deal with changes that can no longer be foreseen. Here, new concepts of reflexive education are needed both for the development and the implementation of educational formats, and thus for BDL to strengthen its capacity for innovation and learning. In particular, innovative forms of user-based dialogical offer development are required. Who were the project participants? The central practice partners were the members of the Uckermärkischer Regionalverbund e.V. (URV): Six regional education service providers (rBDL) with a focus on vocational training, continuing education and further education as well as four regional employment promotion companies (AFG).
Objective and Approach
Organizational level The participating rBDLs as well as the AFG are able to describe central current challenges for their own learning. They have the corresponding pedagogical competencies to promote their own organizational learning and to implement organizational and personnel development processes. Network level The URV, founded in 1996, has expanded its existing functions. It sees itself, among other things, as a professional support structure for the learning of the individual member institutions, for cross-organizational personnel development, and as a central actor in the Uckermark educational landscape, and has developed appropriate structures and competencies for this purpose. Transfer level Reliable contacts for joint learning exist with educational service providers and institutions in Brandenburg. The project was divided into 9 work packages: 1) For the "reflection of the initial situation, network analysis", guideline-based interviews were conducted with the managing directors of the educational service providers and employment promotion companies. 2) The current challenges were clarified and described as a basis for pedagogical organizational development and professionalization (WP4). 3) An "organization-related staff training" was directed at the managing directors and management staff of the member organizations in the URV. It comprised 3 modules with two events each: M1: Educational organization in the transformation society; the organizational field; the pedagogical service M2: Procedures and methods of program planning and pedagogical offer development; institutional procedures of participant recruitment; generating target group development M3: Self-application and reflective support; learning organization; the function of networks as learning support. 4) "Organizational and personnel development" served to specify and deepen the results from previous work packages and the
Results and Values
The two central goals of the project were achieved: 1) to strengthen the capacity of the educational service providers for professional pedagogical self-application and 2) to develop the existing network into a support structure for the learning of the member institutions, for sustainable cooperations, for a coordinated regional actor function with the focus on the design of the educational landscape Uckermark and the development of an innovative regional skilled worker management. The following functions of the URV were described and developed: - Support structure for the organizational and personnel development of the member organizations (exchange of experience, learning from each other, accompaniment of organizational development: Consultation of individual organizations, collective consultation of several organizations, organization of further training/organized learning to accompany organizational development, for personnel development/professionalization) - Support structure for the development and accompaniment of cooperations between the member organizations (performance development, implementation of "measures", joint participation in tenders, cooperative personnel management) - Actor of regional development with the focus on regional educational landscape and regional management of skilled workers - Lobby function: Regular exchange with the district (Office for District Development), with job centers, with municipalities and with chambers and associations.
